There are certain seasonal openings in Oregon that feel bigger than a gate swinging out of the way.
They feel like an invitation.
High in the remote southeastern corner of the state, the Steens Mountain Loop Road has reopened for the 2026 summer season, once again giving adventurous travelers a narrow window to explore one of Oregon’s wildest and most spectacular landscapes.
This is not your typical Sunday afternoon scenic drive. There are no busy visitor centers waiting around every bend, no gift shops at the summit and very few places where you can count on a phone signal. What you will find are immense glacier-carved gorges, wandering bands of wild horses, alpine lakes, colorful wildflowers and views that seem to stretch across half of the American West.
From the tiny community of Frenchglen, the gravel road climbs from high-desert sagebrush to nearly 10,000 feet above sea level. Along the way, the landscape transforms so dramatically that it can feel like you have crossed several different corners of Oregon in a single day.
Then you reach the edge.
Thousands of feet below, the pale floor of the Alvord Desert spreads across the basin like another planet. Behind you are alpine meadows and patches of lingering snow. In front of you is a seemingly endless horizon.
This is Steens Mountain, and summer is when the road to the top finally opens.
Steens Mountain Is One of Oregon’s Greatest Natural Wonders
Steens Mountain is not shaped like the classic volcanic peaks most Oregonians recognize.
There is no perfectly pointed summit rising evenly from the surrounding land. Instead, the mountain resembles a massive ramp. Its western side climbs gradually through sagebrush country, forests and meadows before suddenly dropping away along a dramatic eastern escarpment.
Steens is a fault-block mountain, formed when enormous geological forces lifted and tilted a vast section of the Earth’s crust. The result is a mountain roughly 30 miles long with an eastern face rising about one vertical mile above the Alvord Desert.
Standing at the East Rim Overlook, it is difficult to fully understand the scale of what you are seeing. Roads and ranches become tiny specks. The desert floor looks close enough to touch, yet it sits thousands of feet below.
Ice later added another layer to the story.
During the Ice Age, glaciers carved deep trenches through the mountain’s basalt, leaving behind the enormous U-shaped canyons that now define Steens. Kiger Gorge, Big Indian Gorge, Little Blitzen Gorge and Wildhorse Gorge are among the most impressive examples.
These are not gentle forested valleys. They are immense cuts through the mountain, lined with cliffs, broken rock, green slopes and stands of aspen tucked into places where water collects.
It is a landscape that looks more like Nevada, Patagonia and the Scottish Highlands somehow collided in southeastern Oregon.
The Steens Mountain Loop Road Is an Adventure All Its Own
Often called the Steens Mountain Backcountry Byway, the seasonal route forms a roughly 59-mile loop beginning near Frenchglen.
Oregon officials recommend allowing at least three to five hours to complete the drive, but that would mean moving fairly quickly. To truly experience the mountain, this deserves an entire day. Travelers who want to hike, picnic, photograph wildlife or sit quietly at the overlooks could easily spend much longer.
The road begins near an elevation of about 4,200 feet and eventually climbs above 9,500 feet, making it the highest-elevation road in Oregon.
Most of the route is gravel. Conditions vary throughout the season, and drivers may encounter washboards, loose rock, potholes and dusty stretches. Parts of the southern section can be especially steep and rough.
The main road can generally be driven carefully in a passenger vehicle during good conditions, but this isn't the place for worn tires or a truck with existing problems. A high-clearance vehicle will make the drive more comfortable and may be necessary if conditions deteriorate.
The road itself is part of the experience.
You might find cattle standing in the roadway, pronghorn moving across the open country or a golden eagle circling high above the rim. Around another bend, you may enter a cool stand of quaking aspens before climbing back into an exposed world of wind, rock and open sky.
There is no single moment when Steens Mountain becomes spectacular. It simply continues unfolding.
Kiger Gorge Is the View You'll Take With You
Of all the overlooks along the loop, Kiger Gorge may be the most recognizable.
A short walk from the parking area leads toward the head of a tremendous glacial valley. From above, the gorge forms a sweeping U shape, with steep walls curving around a green (or autumn-colored, depending on how late in the summer you visit) ribbon of vegetation far below.
Even photographs struggle to capture its depth. I know. I've tried.
The gorge was carved through layers of basalt by ancient glaciers, leaving a valley approximately half a mile deep. Jagged ridges, cliffs and a distinctive notch in the eastern wall give the landscape a rugged appearance that feels completely removed from the Oregon most people know.
On calm days, the overlook can be almost silent. When the wind rises, it rushes over the rim with enough force to remind you just how exposed the high country can be.
Bring binoculars. Elk, raptors and wild horses may be visible in the surrounding landscape, though sightings are never guaranteed.
The lack of guarantees is part of the magic here.
Steens Mountain does not feel staged for visitors. It remains a place where nature decides what you get to see.
The Famous Kiger Mustangs Roam This Wild Corner of Oregon
Few animals are more closely tied to the mystique of Steens Mountain than the Kiger Mustang.
These horses are known for their striking dun coloring, dark dorsal stripes and other characteristics associated with Spanish-type mustangs. They are also prized for their intelligence, endurance and sure-footed nature.
The Bureau of Land Management manages the Kiger Herd Management Area northeast of the mountain, along with several other wild horse herds scattered across the region.
Travelers sometimes see horses near the southern portion of the Steens loop or in other nearby herd areas. A sighting may begin with nothing more than movement against the sagebrush. Then a shape becomes several shapes, and suddenly a small band of horses is crossing the open country.
It is important to give them space.
Wild horses are not tame roadside attractions, and visitors should never attempt to approach, feed or surround them. A pair of binoculars or a telephoto lens offers the best way to watch without disturbing the herd.
Seeing mustangs in this landscape, with miles of open country behind them, is one of those experiences that stays with you long after the trip ends.
The East Rim Looks Down on the Alvord Desert
The East Rim Overlook delivers one of the most dramatic views accessible by road anywhere in Oregon.
From the rim, Steens Mountain drops sharply toward the Alvord Desert, an immense dry lakebed resting in the rain shadow of the mountain.
The contrast is astonishing.
The higher western slopes of Steens collect snow and moisture, supporting meadows, streams, aspens and wildflowers. Far below, the Alvord receives only a small amount of annual precipitation, creating a stark landscape of salt flats, pale soil and distant mountain ranges.
From above, the desert seems impossibly smooth.
The playa is the remnant of a much larger prehistoric lake. During dry conditions, portions of the flat desert surface can be traveled by vehicle, but the ground can become dangerously soft and muddy after rain. Travelers should never assume it is safe simply because the surface appears dry.
The Alvord isn't directly part of the Steens Mountain Loop Road, but it makes an unforgettable addition to a longer southeastern Oregon road trip. Visitors can explore the east side of the mountain, see the cliffs from below and experience the strange sensation of standing in a place where the horizon seems to have no end.
Looking down from the East Rim and later looking back up from the desert floor offers two completely different perspectives of the same mountain.
Alpine Lakes and Wildflowers Wait Near the Top
Summer arrives late on Steens Mountain.
Even when temperatures are soaring in the desert below, patches of snow may remain near the summit. Wildflowers bloom according to elevation, beginning lower on the mountain before gradually moving into the high country.
By July and August, the roadside can be filled with lupine, paintbrush, buckwheat and other alpine flowers. One species, the Steens Mountain paintbrush, grows nowhere else in the world.
The mountain’s changing elevation creates several distinct plant communities. Sagebrush dominates the lower country. Juniper appears as the road climbs, followed by aspens, mountain mahogany and eventually low alpine plants shaped by wind, cold and thin soil.
One of the biggest surprises on Steens Mountain is finding entire groves of quaking aspens tucked among the high-desert sagebrush and rocky slopes. Aspens are much less common in Oregon than they are throughout the Rocky Mountains, and the stands around Fish Lake and Jackman Park can look more like something you would expect to see on a scenic drive through Colorado.
The show becomes especially spectacular in fall, when the fluttering green leaves turn brilliant shades of gold, yellow and occasional orange. Colors typically begin appearing in late September and are often most reliable in early October, although the exact timing changes each year with elevation, weather and the arrival of the mountain’s first cold storms.
Near the Steens summit, the Wildhorse Lake Trail descends into a glacial basin beneath towering cliffs. The view is extraordinary, but hikers should remember that the return trip requires climbing back uphill at high elevation.
The summit itself can be reached by a relatively short walk from the upper parking area. The distance may be modest, but the thin air, uneven ground and fast-changing weather deserve respect.
Start or End Your Adventure in Frenchglen
Frenchglen is little more than a small cluster of buildings at the western foot of Steens Mountain, yet it feels like an essential part of the journey.
The historic Frenchglen Hotel has welcomed travelers, ranchers, birders and desert wanderers for generations. The community also serves as a gateway to the Malheur National Wildlife Refuge, one of the most significant bird habitats in the western United States. On any given day you're likely to see many folks with binoculars trained on the nearby treetops.
On the refuge, just north of Steens Mountain, the Pete French Round Barn rises from the sagebrush like a relic from another time. Built in 1883 or 1884, the enormous circular structure was not really a traditional barn at all, but a covered corral where cattle baron Pete French’s vaqueros could train and exercise horses during Eastern Oregon’s bitter winters.
Also north of Frenchglen, wetlands and irrigated meadows provide resting and nesting areas for sandhill cranes, white-faced ibis, herons, ducks and countless other birds. The refuge’s Blitzen Valley Auto Tour can be combined with a Steens Mountain trip for an even deeper look at the region.
Along the west side of Steens Mountain, the Riddle Brothers Ranch offers a rare glimpse into the rugged lives of early Eastern Oregon homesteaders. Three bachelor brothers, Walter, Frederick and Benjamin Riddle, settled here in the early 1900s, raising livestock and building a remote ranch whose original homes, barn and other structures still stand among the meadows beside the Little Blitzen River.
Nearby P Ranch preserves part of the area’s ranching history along the Donner und Blitzen River. The river’s name translates to “thunder and lightning,” reportedly inspired by a storm encountered by soldiers traveling through the area.
The river begins high on Steens Mountain before flowing north into the refuge, linking the mountain’s snowfields and streams with the wetlands of the Harney Basin.
To the north of the mountain, the historic Pete French Round Barn State Heritage Site
This Is Remote Country, So Arrive Prepared And Know Before You Go
The remoteness that makes Steens Mountain so special also makes preparation essential.
--Begin with a full tank of gas. Fuel availability can be limited and may change, so do not assume the next small community will have gasoline available.
--Carry more drinking water than you think you will need, along with food, warm clothing, sun protection and basic emergency supplies. A spare tire, jack and tire repair kit are wise additions.
--Download maps before leaving and bring a paper map as backup. Cellphone reception is inconsistent and should never be relied upon for navigation or emergency communication.
--Temperatures can vary dramatically between the desert floor and the summit. A hot, still morning can turn into a cold and windy afternoon. Thunderstorms, rain and even snow are possible in the high country during months that feel like summer elsewhere in Oregon.
--Travelers should also be aware that a Bureau of Land Management fire-prevention order is currently in effect for the East Steens Mountain area. Restrictions can change as fire danger increases, so review the latest BLM notices before camping, building a fire or using equipment that could create sparks.
--Always check TripCheck and the BLM’s current Steens Mountain information before beginning the drive. A summer storm, wildfire, washout or maintenance issue can quickly change access.
One of Oregon’s Last Truly Wild Road Trips
Steens Mountain is far from nearly everything.
That is not a drawback. It is the reason to go.
Out here, Oregon opens into an enormous world of sagebrush, rimrock, desert and sky. The road climbs above the trees. The air grows cooler. Familiar landmarks disappear, and eventually you find yourself standing at the edge of a gorge so large that your eyes have trouble understanding it.
You may see wild horses.
You may watch a storm cross the Alvord Desert from miles away. You may eat lunch beside an alpine lake, find wildflowers growing between volcanic rocks or pull over simply because the view has become too beautiful to drive past.
The reopening of the Steens Mountain Loop Road provides access to this landscape for only a few precious months each year.
Summer has returned to Oregon’s highest road.
