As of January 1, 2025, Oregon has officially joined the growing list of states cracking down on single-use plastics with the enactment of Senate Bill 543. Passed by the Oregon Senate and House in 2023, this legislation bans food vendors from serving prepared meals in polystyrene foam containers, commonly referred to as Styrofoam. The move is part of a broader effort to reduce environmental waste and protect local wildlife.

What Does the Ban Entail?

Under the new law, food vendors who continue to use Styrofoam containers could face penalties of up to $100 per day for each violation. Additionally, individuals or businesses selling or distributing foam containers for food use may face fines of up to $500 per day.

The ban not only targets restaurants but also any organization or entity that provides food in polystyrene foam containers, reinforcing Oregon’s commitment to sustainability.

Oregon's History with Styrofoam Bans

While the statewide ban is new, several Oregon cities have long since implemented their own restrictions on polystyrene containers. Portland led the charge with a city-wide ban back in 1990, and Eugene followed suit in 2019. These local efforts laid the groundwork for the statewide legislation, aiming to reduce litter and protect wildlife.

“Products made of polystyrene foam are difficult to recycle and often end up as litter in our open spaces, rivers, and oceans,” the Portland Bureau of Planning and Sustainability explained. “The foam breaks down into small pieces that harm wildlife and aquatic animals when they eat it, thinking it’s food.”

A Broader Movement

Oregon’s ban aligns with a growing national movement to eliminate Styrofoam food containers. Washington state implemented a similar ban in June 2024, and other states including Colorado, Maine, Maryland, New Jersey, New York, Rhode Island, Vermont, and even Washington, D.C., have also prohibited their use.

This collective push aims to tackle the environmental issues posed by polystyrene foam, which is not biodegradable and is notoriously difficult to recycle. By reducing reliance on these materials, lawmakers hope to curb pollution and protect ecosystems from further harm.

Looking Ahead

As Oregon takes another step toward sustainability, the state’s focus remains on encouraging businesses and consumers to adopt eco-friendly alternatives. While the ban may bring changes to how food is served, it reflects a growing recognition of the need to protect our environment for future generations.
